Declarations of Interests
Members are reminded they must declare all relevant pecuniary and other registerable interests arising from any business to be discussed at this meeting.
If a disclosable pecuniary interest is declared a Member must not participate in any discussion or vote on the matter and must not remain in the room unless they have been granted a dispensation.
If other registerable interests are declared a Member may speak on the matter only if members of the public are allowed to speak at the meeting but otherwise must not take part in any discussion or vote on the matter and must not remain in the room unless they have been granted a dispensation.
If it is a ‘sensitive interest’, Members do not have to disclose the nature of the interest, just that they have an interest.

Membership of the Homes Overview and Scrutiny Committee
To note the resolution of the City Council meeting appointing the Committee Chair and Members to serve on the Committee to the period ending with the Annual Meeting of the City Council in 2026.

Election of Deputy Chair
To elect a Deputy Chair, for the purposes of substitution for the Chair, if absent, for the period ending with the Annual Meeting of the City Council in 2026.

Homes Overview and Scrutiny Committee's Terms of Reference
To note the Terms of Reference for the Homes Overview and Scrutiny Committee as set out in the Constitution:
To fulfill the functions of an Overview and Scrutiny Committee as they relate to any policies, services and activities concerning housing development and supply, Council Housing management, private rented sector licensing and regulation, tenant engagement, Housing Options, temporary accommodation, homelessness and rough sleeping. This includes:
- Collection of rent/recovery of rents from Council tenants/former tenants and overpayments of Housing Benefit from Council tenants
- Housing development
- Council Housing management services, repairs and maintenance programmes
- Best use of housing stock across all housing providers
- Neighbourhood management initiatives and the housing growth agenda (Birmingham Social Housing Partnership)
- Private rented sector - licensing and regulation
- Tenancy engagement in the management and development of social housing and Housing Liaison Boards
- Exempt accommodation
- Housing Options for vulnerable adults, children, young people and offenders
- Temporary accommodation provision
- Homelessness and rough sleeping
To confirm the minutes of the meeting held on 8 May 2025.
To review and note the actions from previous Homes Overview and Scrutiny Committee meetings.
To provide oversight, scrutiny and productive challenge to City Housing while moving towards compliance with the requirements under the Social Housing Regulation Act.
To review the updates on outstanding recommendations.
