1 Notice of Recording

 

Lord Mayor to advise that this meeting will be webcast for live or subsequent broadcast via the Council's Public-I microsite (please click this linkand that members of the press/public may record and take photographs except where there are confidential or exempt items.

 

 

2 Declarations of Interests

 

Members are reminded they must declare all relevant pecuniary and other registerable interests arising from any business to be discussed at this meeting.

 

If a disclosable pecuniary interest is declared a Member must not participate in any discussion or vote on the matter and must not remain in the room unless they have been granted a dispensation.

 

If other registerable interests are declared a Member may speak on the matter only if members of the public are allowed to speak at the meeting but otherwise must not take part in any discussion or vote on the matter and must not remain in the room unless they have been granted a dispensation.    

 

If it is a ‘sensitive interest’, Members do not have to disclose the nature of the interest, just that they have an interest.

(A 30 Minute break will be taken during the debate at approximately 1310 hours).

 

"In calling this meeting, the Managing Director and Monitoring Officer propose that Standing Orders be amended as previously agreed by the Council Business Management Committee for the Budget Meeting on 24 February 2026 as follows: that, at the beginning of the debate on the Budget report, the remaining time of the City Council meeting to 1615 hours is allocated for the whole debate, permit the Leader of the City Council to make a speech of up to 20 minutes, permit the Conservative Group Leader to make a speech of up to 20 minutes, permit the Liberal Democrat Group Leader to make a speech of up to 20 minutes, permit the Birmingham Independent Councillors Group Leader to make a speech of up to 10 minutes, permit the Harborne and Quinton Independents Group Leader to make a speech of up to 7 minutes, permit the Green Group Leader to make a speech of up to 7 minutes, permit all other speakers in the debate to speak for up to 4 minutes and permit the Leader of the City Council to reply to the debate up to a maximum of 20 minutes."

 

This is in line with what was agreed by the Council Business Management Committee on 3 February 2026 (other than feedback from the Budget Scrutiny Task and Finish Group which has already been completed).
