Lord Mayor to advise that this meeting will be webcast for live or subsequent broadcast via the Council's meeting You Tube site (www.youtube.com/channel/UCT2kT7ZRPFCXq6_5dnVnYlw) and that members of the press/public may record and take photographs except where there are confidential or exempt items.

Members are reminded they must declare all relevant pecuniary and other registerable interests arising from any business to be discussed at this meeting.

If a disclosable pecuniary interest is declared a Member must not participate in any discussion or vote on the matter and must not remain in the room unless they have been granted a dispensation.

If other registerable interests are declared a Member may speak on the matter only if members of the public are allowed to speak at the meeting but otherwise must not take part in any discussion or vote on the matter and must not remain in the room unless they have been granted a dispensation.    

If it is a ‘sensitive interest’, Members do not have to disclose the nature of the interest, just that they have an interest.

Please note Councillors who are council tax payers/recipients of a council tax discount, are not prevented from participating in and voting at the budget meeting.

Councillors who have a Disclosable Pecuniary Interest (DPI) and have had dispensation from Chair of the Standards Committee to participate and vote in the Council’s budget meeting must indicate this before speaking.

To receive the Lord Mayor's announcements and such communications as the Lord Mayor may wish to place before the Council.

To receive and deal with petitions in accordance with Council Rules of Procedure (B4.4 E of the Constitution)

As agreed by Council Business Management Committee a schedule of outstanding petitions is available electronically with the published papers for the meeting and can be viewed or downloaded.

(5 minutes allocated) (1420-1425)

To make appointments to, or removal from, committees, outside bodies or other offices which fall to be determined by the Council.

Council Business Management Committee has passed the following resolution:-

That Standing Orders be waived so that, at the beginning of the debate on the Financial Plan report, the remaining time of the City Council meeting to 1915 hours is allocated for the whole debate, permit the Leader of the City Council to make a speech of up to 20 minutes, permit the other Group Leaders to make a speech of up to 20 minutes each, permit all other speakers in the debate to speak for up to 5 minutes and permit the Leader of the City Council to reply to the debate up to a maximum of 20 minutes.

The Leader of the Council, Councillor Ian Ward to move the recommendations set out via Appendix 1 (Recommendations sheet).

Members must, in reaching their decision on the Budget Motions, have due regard to the contents of the Financial Plan when making decisions about the budget.
