Purpose
The report sets out the annual refresh of the Housing Revenue Account 30 Year
Business Plan, and seeks approval to set rent levels and service charges for
2025/26 according to the requirements in that plan. The report also sets Temporary Accommodation
rent and service charges for 2025/26.

Decision Outcome
On 21 January 2025 Cabinet:-
- Approved the HRA Business Plan 2025/2026 as the strategic framework for operating the HRA, see Appendix 1, to the report;
- Approved the 2.7% increase (to reflect CPI+ 1%) for social housing rents;
- Approved the 2.7% increase in temporary accommodation rents (dispersed);
- Approved the 17.7% increase in temporary accommodation homeless centre rents, reflecting the full cost of providing this service; and
- Approved the £7.70 increase in temporary accommodation service charges in both affordable homes and temporary accommodation, in line with a full cost recovery approach and the national rent setting policy.
