On 14 October 2025 Cabinet:-
(i)
Noted the properties are surplus to the
requirements of the current holding department but are not surplus to the
overall Council functions;
(ii)
Approved the appropriation of residential
properties as detailed in this report from the General Fund into the Housing
Revenue Account for the purposes of creating new affordable housing;
(iii)
Approved the appropriation of properties from
the HRA to the general fund for the benefit of wider community uses;
(iv)
Noted that those properties without valuations
will only transfer conditional on valuations being completed and agreed budgets
are in place;
(v)
Delegated authority to the Executive Director
for City Housing the power to vary the boundaries of the sites identified
within Appendix 1, to the report and their relevant site plans identified by up
to 10% of the total area if required;
(vi)
Delegates to Cabinet Committee Property future
decisions on approvals of assets to be appropriated between the General Fund
and the Housing Revenue Account;
(vii)
Noted that the maintenance responsibility for
all land and buildings appropriated will transfer to the receiving Directorate
as applicable under existing budgets;
(viii)
Noted that the Education owned sites are often
subject to various statutory Secretary of State approvals prior to the
appropriation being completed. The properties have been assessed as not needing
Secretary of State approval but if this is not the case and approval cannot be
obtained, the proposed appropriations of these sites cannot be completed;
(ix)
Authorised the City Solicitor to negotiate,
execute, and complete all necessary documentation to give effect to the above
decisions; and
(x)
Approved the transfers of balance of funds once
valuations have been received and agreed from the HRA to the General Fund and
vice versa to account for the properties.
