Purpose

To set out a proposed new approach to business planning of the Housing Revenue Account and set out the delivery approach in order to address changing priorities.

To also seek approval for:

- Council housing rent and service charges and garage rents 

- Revised charges for Temporary Accommodation

On 16 January 2024, Cabinet:-

 

(i)   Approved the HRA Business Plan 2024/25 as the strategic framework for operating the HRA, see Appendix 1 to the report;

 

(ii)   Approved the 7.7% increase (to reflect CPI+ 1%) for social housing rents;

 

(iii)   Approved the 7.7% increase in temporary accommodation rents (dispersed);

 

(iv)   Approved the 7.7% increase in temporary accommodation homeless centre rents;

 

(v)   Approved the increase in temporary accommodation service charges in both affordable homes and temporary accommodation, in line with a full cost recovery approach and the national rent setting policy;

 

(vi)   Approved the proposal to review the direct delivery model, assessing the speed, effectiveness, and financial viability of the model.
