Purpose
The Council currently enforces bus lanes, bus gates and banned turns using powers awarded to it via the Traffic Management Act (2004). The Council currently has over 50 ANPR cameras to enable the enforcement of various “Moving traffic” offences.
The ANPR cameras cover a range of enforcement activities against prohibited manoeuvres, including:
• Bus lanes
• Bus Gates
• Banned turns
• One-way streets
• Yellow box markings
• Weight restrictions
• Mandatory cycle and bus lanes,
• Restricted access
• School ‘Keep Clear’ markings
• Red routes
The current contract was awarded to Yunex Limited in March 2021, the contract was for an initial period of 3 years, with an option to extend for a further two 12 month periods.
A new contract is required for the support and maintenance of the existing ANPR cameras, infrastructure and software to allow for the continued use of the ANPR cameras. A further competition exercise has been conducted using Government Commercial Agency framework agreement for Transport Technology & Associated Services (ref. RM6099) and the evaluation has been completed. The contract award will be for a maximum of 3 years (in 1+1+1 year periods) commencing June 2026.

Decision Outcome
On the 25 June 2026, the Executive Director of City Operations;
(i) Approved the award of a 3-year call-of contract (split into 1+1+1 year periods) to the highest scoring supplier following a compliant further competition exercise using Government Commercial Agency framework agreement for Transport Technology & Associated Services (ref. RM6099) for the provision of Moving Traffic Contraventions Enforcement Cameras, Support and Maintenance Services; and
(ii) Authorised the City Solicitor (or their delegate) to execute and complete all necessary legal documents to give effect to the decisions set out above.
