Purpose
This report requests approval to award contracts for Toxicology and Pathology Services to the existing service providers from 1st April 2025 for 4-year contract (3 years plus option to extend for a further 12 months), using the Provider Selection Regime (PSR) direct award process C. The PSR is a set of rules for procuring health care services in England by organisations termed relevant authorities. Relevant authorities are:
NHS England
Integrated care boards (ICBs)
NHS trusts and NHS foundation trusts
Local authorities and combined authorities.

Approved the commencement of procurement
activity for toxicology and pathology services provision in accordance with the
requirement and approach set out in paragraphs 4.7 – 4.9 and section 8.4 of the
report;
(ii)
Delegated the award of contracts for toxicology
and pathology services to the Director Regulation and Enforcement, City
Operations in consultation with the Director Procurement, Director of Finance
(& Section 151 Officer) (or their delegate) and the City Solicitor &
Monitoring Officer; and
(iii)
Delegated the award of any contract extension to
Director Regulation and Enforcement, City Operations in consultation with the
Director Procurement, Director of Finance (& Section 151 Officer) (or their
delegate) and the City Solicitor & Monitoring Officer.
