Purpose

This report requests approval to award contracts for Toxicology and Pathology Services to the existing service providers from 1st April 2025 for 4-year contract (3 years plus option to extend for a further 12 months), using the Provider Selection Regime (PSR) direct award process C. The PSR is a set of rules for procuring health care services in England by organisations termed relevant authorities. Relevant authorities are:

NHS England

Integrated care boards (ICBs)

NHS trusts and NHS foundation trusts

Local authorities and combined authorities.

On 18 March 2025 Cabinet:-

(i)         Approved the commencement of procurement activity for toxicology and pathology services provision in accordance with the requirement and approach set out in paragraphs 4.7 – 4.9 and section 8.4 of the report;

(ii)       Delegated the award of contracts for toxicology and pathology services to the Director Regulation and Enforcement, City Operations in consultation with the Director Procurement, Director of Finance (& Section 151 Officer) (or their delegate) and the City Solicitor & Monitoring Officer; and

(iii)      Delegated the award of any contract extension to Director Regulation and Enforcement, City Operations in consultation with the Director Procurement, Director of Finance (& Section 151 Officer) (or their delegate) and the City Solicitor & Monitoring Officer.
