Purpose
To seek Cabinet approval to a tender strategy for the delivery of a new Integrated Community Loan Equipment Service. The Birmingham Integrated Community Equipment Loan Service (BICELS) provides community equipment free of charge, on loan or for single issue, to citizens in Birmingham who meet the agreed criteria. BICELS aims to promote discharge from hospital and re-enablement, and also seeks to support people to remain in their own homes. The current contract has been in place since 2013 and is a jointly commissioned contract between: • Birmingham City Council • NHS Birmingham and Solihull CCG The current contract is due to expire at the end of March 2019 with no further provision to extend.

On 9 October 2018, Cabinet:- (i) Approved that Birmingham City Council act as the Lead Commissioner for the Birmingham Community Equipment Loan Service (BCELS); (ii) Noted the contents of the report in order to implement the strategy and commence procurement activity for the Birmingham Community Equipment Loan Service in accordance with the requirement and approach set out in Section 5.2 to the report, onwards; (iii) Approved the delegation of the contract award to the Corporate Director, Adult Social Care & Health in conjunction with the Corporate Director Finance & Governance, City Solicitor (or their delegates) and the Director of Commissioning & Procurement. THE DEADLINE FOR CALL IN IS 1600 HOURS ON MONDAY 15 OCTOBER 2018.
