Purpose
In 2021, concern was raised regarding the condition of the cliff wall that supports that churchyard. Investigation and a scoping project have been in process since that time to establish the condition and solution to stabilising the cracking and movement within wall. This has been a complex project but has recently become more urgent due significant movement being detected through monitoring of the cliff wall. This is to such an extent that the risk of collapse has been raised to high/unacceptable and structural scaffolding was approved to ensure that the risk of collapse is reduced and to provide a short term solution to give time for a permanent solution to be identified and implemented.

On 9 December 2025 Cabinet:-

(i)    Approved spend of £100k for developing the project through RIBA Stage 4;

(ii)   Approved the Outline Business Case (Appendix A) and the profiling of the capital budget as set out in point 8.1 of the report;

(iii)  Approved the delegation of the contract award and Full Business Case (FBC) including approval to spend for the construction related works to the Executive Director of City Operations in consultation with the Executive Director of Finance and S151 Officer, Director Commercial and Procurement, and the Cabinet Member for Social Justice, Community Safety & Equalities to the total sum of £1.715m; and

(iv)  Authorised the Executive Director of City Operations to instruct Acivico Limited to progress the proposal through RIBA Stages 5 and 6 (Works and Handover).
