On 14 October 2025 Cabinet:-
(i)
Noted the Quarter
2 position, as summarised in paragraph 1.2, to the report, and detailed in the
report;
(ii)
Approved that the
direct costs of the waste dispute, as set out in paragraph 1.2b, to the report,
and totalling £9.6m, are met from use of strategic reserves to fund the direct
costs of the dispute to date of £9.6m;
(iii)
Approved that
strategic reserves are used to offset the loss of £4.4m garden waste service
funding as set out in paragraphs 1.2c, to the report;
(iv)
Noted that if the
industrial dispute continues there will be further costs, and the situation
will be reviewed at the Quarter 3 monitoring. There is also an impact on the
non delivery of savings for the transformation of the waste service and non
collection of other income. A report will be bought forward on the
transformation plans for the service alongside a revised financial plan;
(v)
Approved the
transfer of £10m from underspends in the Corporate Contingency to strategic
reserves to provide some limited capacity for urgent non funded capital
expenditure. See Section 5, paragraph 5.3, to the report;
(vi)
Approved the
budget virements undertaken in Quarter 1 and 2 of the 2025/26 financial year,
to ensure budgets are sitting within the correct cost centres, as described in
Section 7 and Appendix 3, to the report; and
(vii)
Approved that
outstanding individual debts of more than £25k relating to Irrecoverable
Council Tax and Housing Benefit are written off. Details of these debts are
included in Section 12 and Appendix 1, to the report. These require Cabinet
approval as per the Council’s constitution.
