To seek Cabinet approval for a framework type of agreement which would allow for timely award of contracts for homelessness and rough sleeping services, while remaining compliant with Procurement legislation.

Decision Outcome

On 9 December 2025 Cabinet:-

(i)     Approved the contents of the report, to commence procurement activity for Support Worker Service Light Touch Agreement in accordance with the requirement and approach set out in Appendix 1 of the report.  The Procurement Strategy for this Light Touch Framework (LTF) has been approved by the Commercial and Procurement Assurance Committee (CPAC);

(ii)    Approved the extensions for Young Persons Outreach and Young Persons Navigator services, as set out in 1.3 of the report;

(iii)    Delegated the approval of the outcome of the procurement process to the Executive Director of City Housing in conjunction with the Director of Commercial & Procurement (or their delegate), the Director of Finance and Section 151 Officer (or their delegate) and the City Solicitor & Monitoring Officer (or their delegate);

(iv)   Delegated approval of any subsequent extensions to the Executive Director of City Housing in conjunction with the Director of Commercial & Procurement (or their delegate), the Director of Finance and Section 151 Officer (or their delegate) and the City Solicitor & Monitoring Officer (or their delegate);

(v)    Delegated the outcome of any Reopening of the Agreement to the Executive Director of City Housing in conjunction with the Director of Commercial & Procurement (or their delegate), the Director of Finance and Section 151 Officer (or their delegate) and the City Solicitor & Monitoring Officer (or their delegate) where there is no increase in the value of the agreement;

(vi)   Delegated the approval of individual procurement strategies and subsequent award of contracts under the framework to the relevant Chief Officer (Executive Directors for City Housing, Adult Social Care and Health, Children and Families or Director for Public Health, dependent on which business area is calling off the LTF), in conjunction with the Director of Commercial & Procurement (or their delegate), the Director of Finance and Section 151 Officer (or their delegate) and the City Solicitor & Monitoring Officer (or their delegate);

(vii)   Authorised the City Solicitor to negotiate, execute and complete all necessary documents to give effect to the above decisions; and

(viii)  Noted that provision will be made to increase the value of the LTF; this will be subject to additional Cabinet approval; including appropriate delegations.
