Decision Details

On the 21 July 2026 the Cabinet Member for Children Young People and Families:

1. Approved the total project cost and spend of £560,756 for the kitchen refurbishment, asbestos removal, refurbishment of two toilets, drainage and associated remedial works at Penns Primary School, funded from the School Condition Allocation (SCA) grant.
   
   
2. Approved the Full Business Case appended to this report as Appendix 1.
   
   
3. Noted that a Pre-Construction Services Agreement (PCSA) was entered into with Seddon Construction Limited, appointed via direct award under the Constructing West Midlands Capital Works Framework, for the value of £28,157, which commenced in September 2025 for a period of 12 weeks and has now concluded.
   
   
4. Approved the award of a contract to Seddon Construction Limited by way of direct award using the Constructing West Midlands Capital Works Framework Agreement for the kitchen refurbishment works at Penns Primary School for the value of £524,353 (inclusive of a contingency of £75,480 for any unforeseen circumstances), plus £20,070 for professional fees and £16,333 for Education Infrastructure Staffing fees for a construction period of 10 weeks commencing in August 2026; and
   
   
5.  Noted that any VAT attributable to the costs payable by the Local Authority is reclaimable under Section 33 of the VAT Act 1994.
