On 19 January 2026, Cabinet
Committee – Property:-
(i) Declared the land and property assets
listed in Appendix A to the report surplus to Council requirements and
authorised, in principle, their subsequent treatment as detailed in Exempt
Appendix B to the report;
(ii) Noted that in accordance with existing
surplus property procedures no internal re-use of the properties listed in
Appendix A to the report has been identified;
(iii) Authorised the Executive Director, Place
Prosperity & Sustainability, if and when the Executive Director, Place
Prosperity & Sustainability considers it to be appropriate, to conclude the
disposal, of the Council’s property interests at public auction (where auction
is indicated as the method of disposal) through its appointed auctioneers
during 2026 and 2027;
(iv) Authorised the Executive Director, Place
Prosperity & Sustainability, where the Executive Director, Place Prosperity
& Sustainability deems it appropriate, to set individual reserve prices in
excess of £200,000;
(v) Noted that currently the Director of
Property & Regeneration has authority to dispose of individual properties
(using the divestment options recommended in this report), at a value of up to
£200,000;
(vi) Delegated authority to the Director of
Property & Regeneration, in conjunction with the Executive Director, Place
Prosperity and Sustainability and the Deputy Leader, when the Director of
Property & Regeneration considers it to be appropriate, to agree terms for
and conclude disposals, of those properties identified in this report with a
disposal value between £200,000 and £2m;
(vii) Noted that transactions outside this range
or not utilizing this delegation set out in paragraph (vi) above will be
reported to a future Cabinet Committee Property meeting for a decision;
(viii) Delegated authority to the Director of
Property & Regeneration to alter the mode of any disposal detailed in
Appendix A to the report, subject to consultation with the Deputy Leader;
(ix) Authorised the City Solicitor and
Monitoring Officer, where necessary, to advertise any intended disposal of
public open space and consider any objections in accordance with Section
123(2A) of the Local Government Act 1972;
(x) Authorised the City Solicitor and
Monitoring Officer to negotiate, execute and complete all legal documents
necessary to give effect to the above recommendations.
