To seek approval from Cabinet to approve BCC financial contributions to refreshed Section 75 agreements with Birmingham and Solihull/Sandwell and West Birmingham Clinical Commissioning Groups (CCGs) to enable continued integrated commissioning for Better Care Fund (BCF), Mental Health and Learning Disabilities.

On 26 November 2019, Cabinet:-

(i) Approved the following financial contributions for 2019/20 to the three S75 agreements as follows:

a) £78.765m for Better Care Fund;
b) £14.789m for Mental Health;
c) £108.281m for Learning Disability;

(ii) Authorised the Director of Adult Social Care to conclude negotiations with Birmingham and Solihull CCG and Sandwell and West Birmingham CCG in respect of the funding approved under para (i) above on three S75 agreements in respect of the Better Care Fund, Mental Health and Learning Disability;

(iii) Noted that a further report will be presented to Cabinet to approve further Better Care Fund Funding for 2020/21;

(iv)   Authorised the Cabinet Member for Health and Social Care and Cabinet Member for Finance and Resources in consultation with the Interim Chief Finance Officer and Director, Adult Social Care to extend or amend the scope of each of these S75 agreements within the existing budget and policy framework, including increasing the value of Council financial contributions from approved Adult Social Care budgets, for and within the 2019/20 financial year;

(v)   Authorised the City Solicitor (or their delegate) to conclude and enter into all legal documents to give effect to the above decisions.
