The Housing Grants, Construction and Regeneration Act 1996 (HGCRA 1996) places a mandatory duty on the Local Authority to provide grants towards the costs of works required for the provision of facilities for people living with disabilities as defined in the Equality Act 2010.  These are known as Disabled Facilities Grants (DFG). Funding is allocated annually from central government via the Better Care Fund to support local authorities to discharge this duty.

Cabinet approval is sought to adopt a new policy to this effect to provide support to citizens to remain living independently in their homes.

• Revenue in excess of £500

• Significant effect on communities in two or more wards

On 22 March 2022, Cabinet:-

(i)       Approved the Staying Independent at Home (SIAH) Policy and the associated implementation measures;

(ii)      noted the implementation dates of the assistance:

·       Top Up Grant implemented from the 11th April 2022

·       Other forms of assistance implemented by the 3rd October 2022;

(iii)     approved a 16-month extension for current contracts for the provision of Key Safes and Major Adaptations as detailed in 7.4.6 - 7.4.9 of the report for the maximum value of £14.362m;

(iv)    delegated the approval of the Commissioning and Procurement Strategy to the Cabinet Members for Health and Social Care and Finance and Resources;

(v)     authorised the City Solicitor (or their delegate) to conclude and enter into all legal documents to give effect to the above.
