Purpose
Approval of Accountable Body status for the BEIS award of NMCL grant, managed through Finance Birmingham Ltd together with a progress report on the BEIS AMSCI Programmes.

On 16 April 2019, Cabinet:-

Accepted the grant of £26m from the Department for Business, Energy and Industrial Strategy (BEIS) for the delivery of the National Manufacturing Competitive Levels (NMCL) programme;
-
Authorised that the Council undertakes the duties of accountable body in relation to this fund for the duration of the award, including the monitoring and management of the programme, any BEIS approved fund extension and until the programme is officially closed and all monies accounted for;

Approved the award of a service level agreement for the delivery of this programme to Finance Birmingham Ltd (FB), the council’s wholly owned subsidiary;

Noted the progress and achievements of the Advanced Manufacturing Supply Chain Initiative (AMSCI) managed by FB and the pre-cursor to this NMCL programme;

Agreed to delegate approval of any further national or regional grant funding awards from BEIS for management and delivery by FB Ltd to the Cabinet Member for Finance and Resources jointly with the Chief Finance Officer;

Authorised the City Solicitor to negotiate, execute and complete all relevant documentation to give effect to the above decisions.
