On 18 August 2025, Cabinet Committee – Property:-
(i) Declared surplus to the Council’s requirements and approved the freehold disposal of sites listed below and as detailed with red line plans in Appendix 1 to the report;
(ii) Approved the sale of the sites through a Development Agreement route to the preferred developer with an onward sale agreement to a Registered Provider (RP) with the transaction details described in the Exempt Report Appendix 2 to the report;
(iii) Delegated authority to the Executive Director for Place, Prosperity, and Sustainability, the Director of Finance (s151 Officer), and the City Solicitor & Monitoring Officer (or their respective delegates) to agree the final terms of the transaction, including any non-material amendments of terms. These will be based within the parameters set out within the Best Consideration Report in Exempt Appendix 3 to the report;
(iv) Delegated to the Executive Director for Place Prosperity & Sustainability the power to give notice, where required, of any proposed disposal, and to consider any objections made, pursuant to Section 123(2A) of the Local Government Act 1972;
(v) Authorised the City Solicitor and Monitoring Officer (or their delegate) to take all steps necessary to execute and complete all relevant legal documentation to be prepared by an external lawyer;
(vi) Noted the Council have a Nominations Agreement in place with the Registered Providers which entitles the Council to nominate tenants into the homes at 100% at 1st let, subsequent lets to be delivered in accordance with Council Nomination Agreement. This agreement is updated regularly, with the next review consultation to commence in the Autumn.
