Purpose

In April 2023 Birmingham City Council was one of the first local authorities in the country to endorse Care Experienced as a protected characteristic, a motion which received cross party support.  This report sets out a series of asks of the Council to enact and fully embed its corporate parenting responsibilities.

Decision Outcome

On 18 March 2025 Cabinet:-

(i)         Committed to the proposals set out at 4.16 in the report to embed the Council’s Corporate Parenting responsibilities to children in care and those with care experience;

(ii)        Agreed that progress will be driven and monitored through the Corporate Parenting Board and reported on an annual basis to Cabinet;

(iii)       Agreed that the Cabinet Member Children, Young People and Families will bring an annual report on corporate parenting to City Council; and

(iv)      Agreed that the role of the Corporate Parenting Board will be formalised through the review of the City Council Constitution.
