On 18 March
2025 Cabinet:-
(i)
Approved the acceptance of the Homelessness and
Rough Sleeping funding for 2025-26 at the value of £16.681m;
(ii)
Approved commissioning, contracting and awarding
of the grant in line with Ministry for Housing, Communities and Local
Government (MHCLG’s) grant funding conditions, and the Council’s Constitution;
(iii)
Agreed that the grant will be spent on a range
of services in support of the Council’s statutory obligations, including, but
not limited to, prevention of homelessness, outreach and navigator services,
accommodation provision, recovery services; pathways for vulnerable groups
including safety and security support for domestic abuse survivors, young
people, vulnerable adults, prison and hospital leavers, refugees; support to
clear rent arrears, the reduction in households going into temporary
accommodation and support with securing alternative accommodation including
private rented accommodation;
(iv)
Delegated authority to the Director, Housing
Solutions and Support Service following consultation with the Cabinet Member
for Housing and Homelessness, to use any unallocated Grant as permitted under
any grant conditions to make further adjustments as necessary to ensure full
utilisation of this grant;
(v)
Delegated authority to the Executive Director
for City Housing, following consultation with the Cabinet Member for Housing
and Homelessness, to accept and spend any further allocations made under this
grant for 2025-26;
(vi)
Approved the increase in value of the Framework
Agreement for Rough Sleeper (Including Those At Risk Of) Lead Worker – Contract
Reference Number: P0795 by £4.500m to a total value of £13.5m;
(vii)
Delegated to the Executive Director of City
Housing in conjunction with the Director of Commercial and Procurement, the
Executive Director of Finance and Section 151 Officer (or their delegate) and
the City Solicitor (or their delegate) the approval of any procurement
strategies and contract awards as a result of the grant funding;
(viii)
Authorised the City Solicitor and Monitoring
Officer (or their delegate) to negotiate and complete any agreements to give
effect to the above decisions.
