On 10 February 2026 Cabinet:-

(i)       Agreed and recommends to the City Council for approval at its Council Tax-setting meeting the 2025/26 to 2028/29 Capital Programme and Capital Strategy;

(ii)       Approved the Outline Business Cases and proposed costs and profile of spend for additional projects into the Capital Programme (Appendices 5-18 to the report). Noted that these have had funding allocated that does not include the use of Prudential Borrowing;

(iii)      Approved the delegation of the contract awards and Full Business Cases, including approval to spend, for the projects detailed in Table 5 to the report, to the Executive Director of Finance and Section 151 Officer in consultation with the Cabinet Member for Finance;

(iv)      Approved development costs to produce the Full Business Case, as set out in paragraph 4.12 to the report;

(v)       In relation to the Community Libraries 2026/27 & 2027/28 Outline Business Case (OBC), (Appendix 7 to the report) approved the following:

           a)     Approved the spend of up to £1.439m in 2026/27 for professional fees, including a pre-construction service agreement (PCSA) with the successful contractor, works related to the replacement of fire doors and works related to the transformation of Community Hubs as detailed in E1 and F6 of the OBC;

           b)     Approved officers to instruct Acivico Ltd in the sum of £738,814 to develop the proposal to RIBA Plan of Works Stage 4;

           c)     Approved the strategy and commencement if procurement activities using the Capital Works Constructing West Midland 2 Framework Lot 1;

           d)     Noted that the contract for replacement of fire doors has been awarded via direct award to specialist contractors CLC and Cubic. Acivico Ltd and they have been instructed to progress the replacement of fire doors in public libraries where these buildings are identified for retention, not to exceed the sum of £0.400m; and

(vi)      Authorised the City Solicitor and Monitoring Officer (or their delegate) to execute and complete all necessary documentation to give effect to the above decisions.
