Purpose
The 2018 development agreement has successfully delivered over 160 acres of serviced development land and employment opportunities for the council and its appointed development partner im property development ltd (impd). the estate is substantially constructed and programmed for completion in summer 2026 when the freehold will be transferred for one pound. in the intervening period impd are being restricted from transacting with third parties, which otherwise is deemed to be in the wider economic interest of the council. a variation to the DA is negotiated to permit efficient impd dealings.

On 23 February 2026 Cabinet Committee – Property:-
(i) Authorised the Director of Property & Regeneration to conclude a variation of the Council’s 2018 Development Agreement at the Peddimore Employment Estate, Minworth, Birmingham, (“the Property”) as shown outlined red and blue on attached plan at Appendix 1 to the report, with the tenant as detailed in Exempt Appendix 2 and 3 to the report;
(ii) Noted that the tenant will also pay the Council’s surveyor and legal costs, as detailed in Exempt Appendix 2 and 3 to the report;
(iii) Authorised the City Solicitor to prepare, negotiate, execute and complete all relevant legal documentation to give effect to the above;
(iv) Authorised the further appointment of the council’s external consultants Tetra Tech Limited until the Development Agreement concludes and is fully satisfied, as detailed in Exempt Appendix 2 to the report;
