Decision Outcome

On 20 July 2026 Cabinet Committee – Property:-

 

(i)       Noted the site was declared surplus by Cabinet in January 2024;

 

 

(ii)       Approved the freehold disposal of the College Road site as detailed with a red line plan in Appendix 1, to the report, to the contractor, and RP under the terms as detailed in Exempt Appendix 2, to the report;

 

 

(iii)      Approved the reserve bidders detailed in Exempt Appendices 2 and 3, to the report, which will be called upon should a sale to the preferred bidder fall through;

 

 

(iv)      Delegated to the Executive Director for Place Prosperity & Sustainability in consultation with the Executive Director of City Housing the power to give notice, where required, of any proposed disposal, and to consider any objections made, pursuant to Section 123(2A) of the Local Government Act 1972;

 

 

(v)      Noted the land asset has been identified for sale from the Housing Revenue Account (HRA) to provide affordable housing with the Council retaining Nomination Rights for those on its housing register. The receipt will be paid into the HRA;

 

 

(vi)      Delegated authority to the Executive Director for City Housing (or their delegate) in consultation with the Director of Finance (s151 Officer), (or their delegate), and the City Solicitor & Monitoring Officer (or their delegate) to approve the final terms of the Sale Agreements. These will be based within the parameters set out within the Recommendation Report in Exempt Appendix 3, to the report;

 

 

(vii)     Delegated to the Executive Director for Place Prosperity & Sustainability in consultation with the Executive Director of City Housing approval for any non material amendments to the sale. The nature of these non-material amendments are set out in Exempt Appendix 2, to the report;

 

 

(viii)    Noted the appointment of external solicitors and authorises the City Solicitor and Monitoring Officer to approve, execute and complete all relevant legal documentation to give effect to the above decisions;

 

 

(ix)      Noted the contractor and their Registered Provider partner have been selected after a competitive bidding process.
