Purpose
The report seeks approval to dispose of a number of commercial properties currently held in the Housing Revenue Account (HRA). This is Phase 2 of a wider programme of disposals, with Phase 1 being considered at Cabinet Committee Property on 19th January 2026. All properties included within the report have already been declared surplus to the requirements of the HRA through Housing Development Board.

Decision Outcome

On 16 March 2026 Cabinet Committee – Property:-

(i)       Authorised the Director of Property & Regeneration to conclude the sale of the Council’s freehold property interests at no less than the minimum price realisation values set out in Exempt Appendix 4 of the report, either by direct sale to the sitting tenants, by online ‘platform’ sale, or by commercial property auction through its appointed agents;

(ii)       Authorised the Director of Property & Regeneration, where deemed appropriate, to set individual reserve prices, in excess of £200,000; and

(iii)      Authorised the City Solicitor to prepare, negotiate, execute, and complete all relevant legal documentation to give effect to the above.
