On the 03 July 2026, the Cabinet Member for Children, Young People & Families;
(i) Approved the total project cost of £793,750 for the flat roof and cladding replacement, suspended ceiling works, refurbishment of SEN classroom space and associated electrical refurbishment works at Penns Primary School, funded from the School Condition Allocation (SCA).
(ii) Approved the Full Business Case (FBC) appended to this report as Appendix 1 to the report.
(iii) Noted that a Pre-Construction Services Agreement (PCSA) has been entered into with Speller Metcalfe Ltd, appointed via direct award under the Constructing West Midlands Capital Works Framework, for the value of £60,878, which commenced in September 2025 for a period of 12 weeks and has now concluded.
(iv) Approved the award of a contract by direct award using the Constructing West Midlands Capital Works Framework Agreement for the flat roof and cladding replacement works at Penns Primary School for the value of £677,848 (plus a contingency of £70,000 for any unforeseen circumstances) to Speller Metcalfe Ltd for a construction period of 14 weeks commencing in June 2026.
(v) Noted that any VAT attributable to the costs payable by the Local Authority is reclaimable under Section 33 of the VAT Act 1994; and
(vi) Authorised the City Solicitor (or their delegate) to execute and complete all necessary legal documentation required to give effect to the above decisions.
