Purpose
This report sets out the progress made so far on the West Midlands Safe Centre which will provide secure welfare beds for the most vulnerable children in the West Midlands, addressing significant need for such provision. The report seeks Cabinet approval of key matters to move forward with the project, including the establishment of a Special Purpose Vehicle (SPV) which will be the legal entity enabling the West Midlands local authorities to own and run the Safe Centre and avoid any disproportionate risk to Birmingham.
