Purpose

Westside Business Improvement District (WBID) will ballot liable rate-paying properties in their area (see Appendix One) from 5th June to 3rd July 2025. Should this be successful, WBID will commence a further five-year term from 28th July 2025 to 27th July 2030.

 

This report seeks support for the proposed role of Westside BID in its term from 2025-2023, sets out the implications for the Council of the BID ballot and seeks approval for the Council to cast its ballot in favour of Westside BID’s proposal.

 

The Council has five votes in the ballot. If the ballot is successful, a statutory BID levy will be paid on these properties for the five-year BID term. The budget required would be £54,113 per annum (potentially increasing with inflation annually). These costs are allocated within the relevant service budgets and have been historically billed for at least the last five years.

 

The total funding generated by Westside BID for investment into the area is £3.8m (the Council’s levy payments account for 7.4% of this). By voting in support, benefits to the BID area and wider city centre include improved safety (through investment in wardens), a cleaner environment, and investment in events and tourism above baselines provided by the Council.

On the 27 June 2024, the Deputy Leader & Cabinet Member for Economy & Skills;

 

  1. i) Noted this report follows an earlier delegated authority granted to draft necessary documents to enable the Westside Business Improvement District (WBID) ballot process (Appendix Three to the report);

 

  

  1. ii) Supported the objectives within WBID’s business plan (Appendix Two to the report);

 

  

  1. iii) Approved the provisions relating to finance and services in 8.1 of the report in relation to the collection of BID levy and payment of the BID levy on five Council properties subject to a successful BID ballot (see Appendix Four to the report);

  1. iv) Authorised the City Solicitor and relevant services to execute all relevant documents to give effect to the above recommendations in relation to WBID; and

 

  

  1. v) Authorised the Managing Director’s designated officer to vote ‘yes’ on behalf of the Council’s five votes in the WBID ballot.
