This report details these improvements and achievements which include the introduction of:
- Specific and measurable commitments for each contract or grant
- Alignment with a national proxy-based methodology (TOMs – Themes, Outcomes, Measures)
- Ward multipliers where activity in the most deprived wards rewards bidders with a higher score when bidding during a competitive tender
