On 28 April 2026 Cabinet:-
1)
Noted
the decision of the Sustainability and Transport Overview and Scrutiny
Committee to refer the decision ‘Kings Heath and Moseley Places for People
Update and Revised Approach’, taken by Cabinet on 17 March 2026, for
reconsideration and the ‘call in’ criteria met;
2)
Considered
the response to the ‘call in’ criteria agreed by the Sustainability and
Transport Overview and Scrutiny Committee;
3)
Cabinet
confirmed the original decision on Kings Heath and Moseley Places for
People – Update and Revised Approach taken at the Cabinet Meeting
on 17 March 2026 as set out in paragraphs (a) – (c)
(a)
Having
regard to the materiality of the issues raised during the Traffic Regulation
Order consultation, agreed that the proposals set out in the Kings Heath for
Moseley Places for People Packages 1 and 2 Full Business Case approved by
Cabinet on 22 July 2025 will not be progressed;
(b)
Endorsed
the revised approach and delegates to the Executive Director of Place,
Prosperity and Sustainability, in consultation with the relevant Portfolio
Holder, the following:
(i)
Approval
of a revised Full Business Case incorporating modifications to the scheme for
Package 1 (West of A435).
(ii)
Approval
of an Outline Business Case for a revised approach for Package 2 (East of A435)
based on area-wide Healthy Streets measures together with appropriate traffic
management and traffic signal optimisation focusing on the A435 and other
boundary roads as appropriate, including Coldbath Road.
(iii)
Approval
of any subsequent Full Business Cases for Package 2.
(iv)
Approval
of a Full Business Case for area-wide 20mph limits.
(v)
Approval
of a Full Business Case for Billesley Lane zebra crossing and traffic calming.
(vi)
The
authority to consider and determine any objections to the Traffic Regulation
Orders advertised in relation to the above schemes.
(c)
Authorised
the City Solicitor (Monitoring Officer) (or their delegate) to negotiate,
execute, seal and complete all necessary documentation to give effect to the
above decisions.
