On 10 December 2024, Cabinet:-
(i) Noted
the Phase 1 Report which updated Cabinet on the progress made by the Programme
so far (Appendix 1 of the report);
(ii) Approved
the East Birmingham and North Solihull (EBNS) Strategy, which has been jointly
prepared with Solihull Metropolitan Borough Council (SMBC), setting out a
shared strategic approach to the growth and regeneration of the EBNS corridor
(Appendix 2 of the report);
(iii) Approved
the Programme Management Plan (Appendix 3) including the governance and
financial management plan for the Birmingham element of the EBNS Growth Zone (GZ)
Business Rate Retention area;
(iv) Approved
the proposed next steps as set out in paragraph 4.8 of the report;
(v) Delegated
further decision making regarding the establishment and management of the EBNS
Growth Zone area to the Strategic Director of Place, Prosperity and
Sustainability in consultation with the Interim Director of Finance (Section
151 Officer);
(vi) Approved
the financial management principles for the GZ Business Rate Retention area set
out in paragraph 8.1 – 8.9 of the report;
(vii) Approved
the acceptance of the GBSLEP (legacy funding) Future Impact Fund (FIF) grant at
a total value of £250,000 to support the delivery of the EBNS GZ;
(viii) Approved
the acceptance of the Investment Zone Capacity Grant (Year 1) at a total value
of £270,000 to support the delivery of the West Midlands Investment Zone
programme;
(ix) Delegated
the acceptance of subsequent Investment Zone Capacity Grants to the Strategic
Director of Place, Prosperity and Sustainability in consultation with the
Interim Director of Finance (Section 151 Officer);
(x) Approved
the resource plan set out in paragraph 8.10 of the report; and
(xi) Authorised
the City Solicitor to prepare, negotiate, execute and complete all relevant
legal documentation to give effect to the above recommendations.
