Purpose

Approval of this report which provides details of the planned procurement activity for the period July 2026 – September 2026 for the following listed below:

  • Provision of an Internal AI-Driven Network Defence and Anomaly Detection Solution (Cyglass)
  • Provision of Managed Security Operations Centre (SOC), Security Information and Event Management (SIEM) and Security Orchestration, Automation and Response (SOAR) Services
  • Provision of a Hosted Real-Time Intelligent Security Compliance and Vulnerability Management Solution (Nanitor)
  • Strategic workforce planning and leadership development programmes - PQ0652-1_2026
  • Provision of a Revenues Processing Service (P1241_2026)

Decision Outcome

On 10 July 2026 Cabinet:-

(i) Approved the commencement of the procurement programme set out in Appendix 1 to the report, with the associated Exempt information in Appendix 2 to the report;

(ii) Delegated authority to the relevant Chief Officer (or their delegate) to Award each applicable contract and execute the contract in consultation with the Chief Finance Officer (or their delegate), Director of Commercial and Procurement (or their Delegate), the Monitoring Officer (or their delegate), and the Executive Member Portfolio Holder.
