Purpose

Birmingham City Council has been provisionally allocated a grant of £1.51million by the Department of Education to deliver the SAFE Taskforce for Birmingham in the 2025/26 academic year.

SAFE is a schools-led response to serious youth violence, focused on providing earlier intervention in mainstream secondary schools and is aligned with the expectations placed upon Schools, Academy trustees and governing bodies, and Local Authorities by Working Together to Improve School Attendance.

The Children and Families Directorate is recommending acceptance of the grant and the delivery of the SAFE Birmingham Taskforce through a two-track programme comprising:

  • Track 1 - Grants to schools to continue to fund existing evidence-based interventions that positively impact pupil attendance, behaviour and socio-emotional wellbeing.
  • Track 2 - Commissioned evidence-based interventions to procure a framework of interventions providers to meet the reach and impact required by the Department for Education grant.

Birmingham City Council has been provisionally allocated £1.51million of SAFE extension funding by DfE to reach approx. 1,000 young people at risk of serious violence and disengagement from education in 2025/26.

SAFE Birmingham Interventions are commissioned in line with Department for Education approved theories of change, they are Mentoring and Social Skills programmes for children and young people and CPD for professionally supporting pupils.

The SAFE Birmingham Taskforce Pilot supported unique 2,026 pupils and contributed to Improvements in socio-emotional regulation and wellbeing; behaviour and school attendance.

On 22 July 2025 Cabinet:-

(i)     Accepted grant funding of £1.51million from the Department of Education to deliver              the SAFE Birmingham Taskforce in 2025-26;

(ii)    Approved the distribution of grants to schools already enrolled on the SAFE                        programme to support the funding of interventions evidenced as impacting young                people at risk of serious violence and disengagement from education. (Track 1);

(iii)   Approved the commissioning and procurement of further interventions to meet the              scale and reach required by the programme in the extension year. (Track 2);

(iv)   Delegated to the Executive Director of Children and Families in conjunction with the            Director of Schools and Employability, the Director of Children's Commissioning and            Performance, the Executive Director of Finance and Section 151 Officer (or their                  delegate) and the Director of Law and Governance (or their delegate) the approval of          any grant making strategies and grant awards in relation to the delivery of Track 1 up          to a total value of £300,000;

(v)    Delegated to the Executive Director of Children and Families in conjunction with the            Director of Commercial and Procurement, the Executive Director of Finance and                  Section 151 Officer (or their delegate) and the Director of Law and Governance (or              their delegate) the approval of any procurement strategies and contract awards in                relation to the delivery of Track 2 up to a total value of £989,960;

(vi)   Authorised the Director of Law & Governance and Monitoring Officer (or their                      delegate) to negotiate and complete any agreements to give effect to the above                  decisions.
