On 9 December 2025 Cabinet:-
i) Noted the decision of the Economy, Skills
and Culture Overview and Scrutiny Committee to refer the decision ‘Approval for
Disposal of JQ Assets (Café Block)’ taken by Cabinet Committee – Property on 23
September 2025 for reconsideration and the ‘call in’ criteria met;
ii) Considered the response to the ‘call in’
criteria agreed by the Economy, Skills and Culture Overview and Scrutiny
Committee; and
iii) Reconsidered the decision ‘Approval for
Disposal of JQ Assets (Café Block)’ taken by Cabinet Committee - Property on 23
September 2025.
iv)
Cabinet confirmed the original decision taken at the
Cabinet Committee Property on 23 September 2025 subject to the addition of the
following additional conditions in recommendation 3.1:
a) The use of the ‘Café block’ to be
restricted to purposes complimentary to and directly related to the jewellery
industry and the heritage location, any (conversion to) residential use to be
strictly prohibited.
b) Ensure that any occupier of the block
is able to secure a longer-term agreement to further protect their tenancy
should they so wish, on ‘market’ terms to be negotiated. Any deals to be
finalised ahead of or protected as part of any transfer.
