It is recommended that the following procedural Motion be agreed (the Committee will determine the exact time allocations for the meeting on 24 February 2026)-

"That Standing Orders be waived so that, at the beginning of the debate on the Budget report, the remaining time of the City Council meeting to xxxx hours is allocated for the whole debate, permit the Leader of the City Council to make a speech of up to xx minutes, permit the Conservative Group Leader to make a speech of up to xx minutes, permit the Liberal Democrat Group Leader to make a speech of up to xx minutes, permit the Green Group Leader to make a speech of up to xx minutes, permit the Birmingham Independent Councillors Group Leader to make a speech of up to xx minutes, permit the Harborne and Quinton Independents Group Leader to make a speech of up to xx minutes, permit Councillor Sir Albert Bore to be allocated xx minutes to  speak to the Budget Scrutiny Task and Finish Group recommendations report. permit all other speakers in the debate to speak for up to x minutes and permit the Leader of the City Council to reply to the debate up to a maximum of xx minutes."
