On 14 October 2025 Cabinet:-
(i)
Approved the Outline Business Case (OBC) for
the delivery for the City Regional Sustainable Transport Settlement (CRSTS) A45
Coventry Road Cycle Route Phase 2 project as detailed in Appendix A, to the
report, at a total estimated cost of £14.3m funded from the CRSTS capital grant
and £0.043m of ongoing revenue maintenance costs per annum funded from the
Highways Inventory Change Revenue Budget;
(ii)
Noted the decision to delegate approval of the
Full Business Case (FBC) to the Executive Director, Place, Prosperity and
Sustainability, the Strategic Director of Council Management, the Director of
Finance and the City Solicitor as set out in Recommendation 2.2 of the ‘City
Region Sustainable Transport Settlement Programme Governance’ report approved
by Cabinet on 16th May 2023 (estimated total value of the project is £14.3m);
(iii)
Approved expenditure of up to £1.500m to
complete OBC and commence FBC elements of the project funded comprising Council
officer time, design and surveys, subject to external grant approval of £0.900m
set out in paragraph (iv) below;
(iv)
Subject to successful completion of the OBC
approval through the Single Assurance Framework process and funding being
offered by West Midlands Combined Authority (WMCA), approved the acceptance and
release of development funding of £0.900m funded through CRSTS to progress
scheme design and consultation, and to complete the FBC;
(v)
Approved the procurement strategy and
commencement of tendering activities for the works using an open tendering
process and delegates authority to the Executive Director, Place, Prosperity
and Sustainability in conjunction with Assistant Director, Procurement, the
Strategic Director, Council Management and the City Solicitor & Monitoring
Officer (or their delegates) to award contracts, subject to the works cost
being within the approved budget; and
(vi)
Authorised the City Solicitor and Monitoring
Officer (or their delegate) to negotiate, execute, seal and complete all
necessary documentation to give effect to the above recommendations.
