Purpose
This report presents the 2025/26 provisional outturn for the Council’s General Fund and Housing Revenue Account Capital Programmes and sets out how the capital expenditure for the year will be financed.

On 10 July 2026 Cabinet:-
(i) Noted the capital programme draft outturn for 2025/26 for the General Fund of £202.1m, and £253.6m for the Housing Revenue Account. These represent an underspend of £84.5m and £63.2m respectively, against the budget of £286.6m and £316.8m. In addition, there was £10.0m of unused Corporate Contingency within the General Fund;
(ii) Approved the financing arrangements for capital expenditure for 2025/26 (as in section 5 to the report);
(iii) Approved the slippage of £157.7m to be programmed into 2026/27 and beyond. This will be reprofiled following a review in the early part of 2026/27;
(iv) Approved the Section 151 Officer to make necessary changes to reprogramme the 2026/27 to 2030/31 capital programme to consider the slippage of £157.7m from 2025/26. The revised budget will be reported back to Cabinet as part of Quarter 1 monitoring for 2026/27, with any further movements reported to Audit Committee, and if appropriate to Cabinet and the Corporate and Finance Overview and Scrutiny Committee.
