Purpose
Birmingham City Council has been awarded grant funding of £1.2m by the Department for Culture, Media and Sport (DCMS) to deliver two major strands of the Government’s Early Adopters Programme (EAP) between October 2025 to March 2027. Cabinet approval is sought to accept the funding and endorse associated expenditure, including feasibility and mobilisation costs, enabling the Hub to open by the end of March 2026.

Decision Outcome

On 28 April 2026 Cabinet:-

 

(i)             Accepted grant funding from Department for Culture, Media and Sport (DCMS) of £1.025m for the delivery of the Hub and the Local Youth Transformation Programme (LYTP) part of the government’s Early Adopters Programme comprising £900,000 revenue funding and £125,000 capital funding as confirmed by DCMS on 19th February 2026;

 

(ii)            Ratified and approved the actions taken by officers in signing the Memorandum of Understanding (MOU) and grant offer letter with DCMS on 20 February 2026, to secure the funding within the national deadlines;

 

(iii)           Authorised the Director for Children's Services, or their delegate, to take all necessary steps to receive, administer and spend the grant funding in accordance with the grant conditions in line with the Council's Constitution, financial regulations and Contract Procedure Rules, within the budget envelopes set out in this report; and

 

(iv)           Delegated authority to the Director for Children's Services, in consultation with the Executive Director of Finance (Section 151 officer) and the City Solicitor or their delegates to negotiate, finalise and enter into all necessary grant agreements, and or any other legal documentation to give effect to the funding and delivery arrangements set out in these decisions, including any ancillary or consequential documentation required by DCMS or the Council.
