Purpose
The report will address how the Enterprise Zone Programme can be aligned with the City's other special economic zones within the Government's proposed “Industrial Strategy Zone” and the opportunity to align the governance and delivery of these special economic zones with a delivery vehicle for East Birmingham.

On 14 October 2025 Cabinet:-

(i)             Agreed that the City Council will work with West Midlands Combined Authority (WMCA) and Solihull Metropolitan Borough Council (SMBC) to explore the potential for new delivery and governance arrangements including a Mayoral Development Zone (MDZ) and Mayoral Development Corporation (MDC); 

 

 (ii)            Agreed that the City Council will work with WMCA and SMBC in consultation with key stakeholders to agree interim arrangements including shadow MDZ and MDC Boards;  

 

 (iii)          Agreed that the City Council will work with WMCA, SMBC and the relevant Government Departments to develop detailed options and business cases for the specific scope, powers and funding for the MDC or alternative delivery vehicles;  

 

 (iv)          Endorsed WMCA undertaking public consultation as may be required in respect to the designation of MDC, in accordance with the Localism Act 2011 or other relevant legislation;  

 

 (v)           Agreed that any MDZ and MDC should address the timely delivery of Birmingham’s strategic growth and regeneration priorities as set out in the Economy and Place Strategy, including the SEZ, the Our Future City: Central Birmingham Framework 2045 area and the EBNS Inclusive Growth Area;  

 

 (vi)          Agreed that any MDC should address priority areas including Birmingham Sports Quarter, Birmingham Knowledge Quarter, Curzon, Park Birmingham, Smithfield and Digbeth, subject to engagement with stakeholders and the development of detailed proposals;   

 

 (vii)         Noted that further reports will be brought to Cabinet setting out the outcome of the above activities and seeking approval to implement any new governance and delivery arrangements; and  

 

 (viii)       Authorised the City Solicitor to prepare, negotiate, execute and complete all relevant legal documentation to give effect to the above decisions.
