On 10 December 2024, Cabinet:-
(i) Approved the Full Business Case for the
City Centre Active Travel Connections to Interchanges project at a total
estimated cost of £20.759m, funded from City Regional Sustainable Transport
Settlement (£12.926m) and Clean Air Zone net surplus (£7.833m);
(ii) Approved an additional allocation of
£3.000m of Clean Air Zone net surplus revenue (on top of the £7.833m set out in
recommendation (i) above), achieved by a reprioritisation of previously
approved allocations. This will fund further Hostile Vehicle Mitigation capital
costs for measures that will supplement those already included within the
CCATCI project, which will remove a requirement for capital contingency
resources funded via prudential borrowing, and noted that separate full
business cases will be produced on a multi-site basis to approve expenditure;
(iii) Approved the strategy and commencement of
procurement activity for the works outlined in Appendix E Procurement Strategy;
(iv) Delegated the approval for the award of
the contract to the Strategic Director, Place, Prosperity & Sustainability
in conjunction with the Director, Commercial & Procurement (or their
delegate), the Director of Finance (Section 151 Officer) (or their delegate)
and the City Solicitor and Monitoring Officer (or their delegate);
(v) Authorised the City Solicitor and
Monitoring Officer to negotiate, execute, seal and complete all necessary
documents in connection with the above recommendations.
