Purpose
To declare Parks Lodges as surplus to operational requirements and place them on the open market for sale. Capital receipts to be split to cover park adaptations to facilitate the sales . Remaining 50% to be retained as budget savings.

On 1 December 2025, Cabinet Committee – Property:-
(i) Approved the formal declaration of the properties listed in Exempt Appendix 1A-E to the report except for the following properties:
- Handsworth Park Lodge, 197 Hamstead Road, B20 2RN,
- Edgbaston Reservoir Bungalow, 59 Rotten Park Road, B16 0SG,
- Holders Lane Playing Field Bungalow, Holders Lane, B13 8NL,
- Sutton Park Midland Lodge, Sutton Park Town Gate, B74 2YS
as surplus to operational requirement;
(ii) Approved the release of the surplus properties for sales and delegate the authority to the Director of Corporate Landlord to oversee the review the property portfolio and to prepare the identified properties for marketing and sale;
(iii) Approved the ringfencing of 50% of the capital receipts from the property sales to fund improvements to park entrances and ensure that access and parking associated with the properties do not negatively impact park users and contribution to park infrastructure repairs. Included with the retained capital receipt for the parks an allocation will be ringfenced to support the existing tenants and their relocation. The remaining 50% to be allocated for capital receipts as detailed in Exempt Appendix 1D to the report;
(iv) Approved the commissioning of a feasibility review to assess whether properties located on Council Trust sites can be sold and to identify any legal or financial restrictions on the sale and use of capital receipts from these assets.
