Purpose

The Government’s Pride in Place Strategy announced two funding programmes, the Pride in Place Impact Fund, and the Pride in Place Programme:

The Pride in Place Impact Fund awards the Council £1.5 million capital funding for 2025-26 and 2026-27. The report sets out the decision required to accept £1.5 million, and to waive the Council’s requirement for a legal charge for capital grants over £25,000 within the Council’s Conditions of Grant Aid, which will allow the Council to support projects in 2025-26 and 2026-27. The maximum award per project will be set at £125,000.

The Pride in Place Programme will award up to £2 million a year for 10 years from 2027-28 to eight areas identified by Government. The report sets out the allocation of £350,000 from the 2026-27 Community Empowerment Fund to provide resources to help create and support a Neighbourhood Board in each area in 2026-27.

The Community Empowerment Fund is an existing revenue budget, which in 2025-26 it has been allocated to support the work of Shaping Birmingham’s Future Together.

On 9 December 2025 Cabinet:-

(i)       Approved the acceptance of £1.5 million capital funding from the Pride in Place Impact Fund from the Ministry of Housing, Communities and Local Government (MHCLG) as required by the Council’s Constitution (Part D Financial Approval Framework 2.7b);

(ii)       Approved the allocation of £150,000 from the 2025-26 Community Empowerment Fund to provide supporting revenue funding alongside the Pride in Place Impact Fund capital funding;

(iii)      Approved waiving the requirement for a legal charge on capital grants over £25,000 in the Council’s Conditions of Grant Aid, which is agreed with organisations receiving grants via the Pride in Place Impact Fund (see paragraph 7 to the report);

(iv)      Approved the allocation of £350,000 from the 2026-27 Community Empowerment Fund to provide resources to support Neighbourhood Boards in the eight Pride in Place Programme areas in 2026-27; and

(v)      Approved the process for administering the Fund, including setting the maximum capital award per project at £125,000 (as set out in Appendix A of the report) in line with MHCLG’s criteria, and that the Deputy Chief Executive, in consultation with the Leader, be authorised to approve final funding decisions.
