On 3 April 2025, Cabinet Committee – Property:-
(i) Approved the adoption of the Community Led Housing policy (Detailed in Appendix 1, to the report) which will enable the development of new homes for community-led housing and self and custom build plots in the City. The aim is to reach a target of 5% of new homes in the city to be community-led by 2031 in line with the council’s Housing Strategy 2023 – 2028. This policy will come into effect from the date of this meeting.
(ii) Declared surplus to the Council’s requirements and approved the disposal of sites listed below and as detailed with red line plans in Appendix 2, to the report, to community led housing groups and Registered Providers to enable delivery:-

(iii) Delegated Authority to the Executive Director of City Housing and the Executive Director of Place Prosperity and Sustainability (or their delegate), in consultation with the Cabinet Member for Housing and Homelessness approval of the final transaction details for the disposals. These will be based within the parameters set out within the Best Consideration Report in Appendix 4, to the report. These details will include the purchaser, terms of the purchase and the purchase price;
(iv) Approved the principle of using an enabling partner (which is third-party funded), to act as a conduit to the council to put forward any community-led proposals and offer support to groups to ensure sure the proposals are viable and to promote and assess BCC’s smaller sites for community-led housing;
(v) Noted the land assets have been identified from both the Council’s Housing Revenue Account (HRA) and General Fund for sale to provide affordable housing across the city;
(vi) Delegated to the Executive Director for Place Prosperity & Sustainability the power to give notice, where required, of any proposed disposal, and to consider any objections made, pursuant to Section 123(2A) of the Local Government Act 1972;
(vii) Approved the principle of identifying surplus land where appropriate over the next 3 years (2025-2028) for both the potential disposal to Registered Providers / Developer Partners for the delivery of community led affordable housing and development as part of the Council’s affordable homes programme and self and custom build plots where appropriate;
(viii) Delegated to the Assistant Director of Housing Strategy and Enabling in conjunction with the Assistant Director Corporate Landlord authority to negotiate and finalise the disposal terms;
(ix) Authorised the City Solicitor and Monitoring Officer or appointed external advisors to prepare, execute, and complete all relevant legal documentation to give effect to the above decisions.
