Birmingham City Council is proposing a revised Footway Crossing Policy as part of the Network Management Transformation Programme within City Operations. If agreed, this policy will be referred to as the Dropped Crossings Policy in the future. 

This report set outs the operational lessons learned since the Network Management and Highway Approvals (NMHA) Team assumed responsibility for the Dropped Crossings function in July 2024, the proposed changes and what is remaining the same. The policy revisions aim to improve efficiency, transparency and customer experience while aligning with the Council’s statutory duties under the Traffic Management Act 2004 and the Council’s wider transformation and sustainability objectives. 

The revised policy represents an important step toward modernising Birmingham City Council’s approach to network management. It strengthens consumer protections, promotes operational efficiency, and supports sustainability while maintaining a fair, transparent, and customer-focused service.  

On the 13 March 2026, the Cabinet Member for Environment and Transport approved the Dropped Crossings Policy 2026, previously known as the Footway Crossing Policy 2023.
