Decision Details

On 18 December 2024, Cabinet Committee – Property:-

1. Declared the land and property assets listed in Appendix A of this report (both freehold and long leasehold interests) surplus to Council requirements and authorises their subsequent sale as detailed;

    

2. Noted that in accordance with existing surplus property procedures no internal re-use of the properties listed in Appendix A to the report has been identified;

    

3. Authorised the Acting Director Place Prosperity & Sustainability to conclude the sale of the Council’s property interests at public auction (where auction is indicated as the method of disposal) through its appointed auctioneers during 2025 and 2026;

    

4. Authorised the Acting Director Place Prosperity & Sustainability, where deemed appropriate, to set individual reserve prices in excess of £200,000;

    

5. Noted that currently, the Assistant Director, Corporate Landlord has authority to dispose of individual properties (using the sale options recommended in this report), at a value of up to £200,000;

    

6. Delegated authority to the Assistant Director, Corporate Landlord, in conjunction with the Acting Strategic Director Place Prosperity and Sustainability and the Deputy Leader, to agree terms for and conclude sales of properties of those assets identified in this report with a disposal value between £200,000 and £2m;

    

7. Noted that transactions outside this range or not utilizing this delegation set out in paragraph (vi) above will be reported to a future Cabinet Committee Property meeting for a decision;

    

8. Authorised the City Solicitor, where necessary, to advertise the permanent loss of public open space and consider any objections in accordance with Section 123(2a) of the Local Government Act 1972.
