On 9 September 2025 Cabinet:-
(i)
Approved the Outline Business Case for the
retrofit pilot programme at Appendix 1 at a revenue cost of £5.066m over three
years (2025/26 to 2027/28) to enable the submission of the Stage 1 application
to the WMCA, see paragraph 4.7 of the report. This is grant funded as part of
the Integrated Settlement programme as per paragraph 1.5 of the report;
(ii)
Approved project development spend to prepare
Stage 2 applications for all programmes for submission to WMCA as shown in
paragraph 4.18 of the report up to a maximum of £5.066m (the value of the OBC);
(iii) Delegated
authority to the Executive Director of PPS (or their delegate), in consultation
with the S151 officer (or their delegate), and Cabinet Member (or their
delegate), to approve programme capital spend in accordance with the OBC, and
grant funding requirements on the projects listed in paragraph 4.18 of the
report up to a maximum £40.989m over three years;
(iv) Noted
that the governance, operational delivery and spend under the retrofit pilot
programme will be managed by the Economic Place Strategy Delivery Board
comprising officers from across the Place, Prosperity and Sustainability and
Housing Directorates; and
(v)
Authorised the Interim City Solicitor and
Monitoring Officer (or their delegate), to execute and complete all necessary
legal documents to give effect to the above recommendations.
