On 26 February 2026 Cabinet Committee Group Company Governance:-
(i) Noted progress on the company rationalisation and closure programme, including details of companies currently progressing through voluntary strike-off and those proposed for termination and/or voluntary strike-off, as set out in Appendix A to the report;
(ii) Approved the Rationalisation Governance and Reporting Framework outlined in section 4.2 to the report, including the use of trackers and exception reporting;
(iii) Endorsed the proposed approach whereby, reflecting lessons learned from the four current strike-off cases, Commercial & Procurement Services will utilise third-party legal assistance for any immediate wind-down activity, and will incorporate outputs and learning into bestpractice guidance to inform the Companies Creation & Governance Toolkit currently in development; and
(iv) Delegated authority to the Executive Director of Finance (Section 151 Officer), in consultation with the City Solicitor (Monitoring Officer) and the Director of Commercial & Procurement Services, to implement and sequence rationalisation activity for entities approved for closure, including the commissioning of third-party legal assistance where required.
