On 22 July 2025 Cabinet:-
(i) Agreed the proposals for the future of the Youth Service estate and those potentially surplus assets detailed in this report;
(ii) Agreed that Clifton Road Youth Centre- Sutton Coldfield, Naseby Youth Centre - Hodge Hill, Maypole Youth Centre - Selly Oak and Lozells Recreation Group - Perry Barr, be reported as surplus through Cabinet Committee (Property) in order to consider their suitability either through for disposal to enable revenue savings to be realised or transfer to a third party youth service provider, subject to viability and best consideration requirements being satisfied;
(iii) Authorised retention of four properties: Shard End Youth Centre - Hodge Hill, The Factory – Northfield, The Lighthouse – Ladywood and Concord Youth Centre – Hall Green for direct delivery by the Youth Service;
(iv) Authorised the Corporate Landlord team to progress the appropriate recommendation report through Cabinet Committee (Property) in respect of any decisions around proposed disposal/transfer arrangements;
(v) Authorised the Director of Law and Governance to negotiate, execute and complete all necessary legal documents to give effect to the above recommendations;
(vi) Delegated to the Executive Director for Children and Families in consultation with the Lead Member the power to decide to retain in the youth service estate any of the properties listed in (ii) of the above in the event that a suitable disposal route cannot be agreed.
