On 9 September 2025, following the completion of the review,
public consultation, and analysis of responses received, Cabinet:-
(i)
Noted the outcome of the three phases of public
consultation on proposals for the Care Centres owned by Birmingham City Council;
(ii)
Approved the proposed new model for the three
Care Centres, which includes:
(a) Kenrick Care Centre to operate as a long-term residential and
short-term
respite service directly
funded and managed by Birmingham City
Council;
(b) Perry Tree Care Centre and Ann
Marie Howes Care Centres to become an
integrated intermediate care bed (short-term) service in partnership with
Birmingham
Community Healthcare NHS
Foundation Trust (BCHC) funded
through
Better Care Fund (BCF) partner contributions;
(iii)
Delegated responsibility, within the available
budget of £6.8 million for the negotiation and overseeing of the phased
implementation of the integrated intermediate care services with health
partners to the Executive Director for Adult Social Care and Health, in consultation
with the Cabinet Member for Health and Adult Social Care. Future phases of this
initiative will involve a service redesign, focused on facilitating the full
integration of the newly proposed care model. Trade Union engagement will be
maintained throughout this process;
(iv)
Authorised the Director of Law and Governance
and Monitoring Officer to execute and complete all necessary legal documents to
give effect to the above recommendations; and
(v)
Delegated authority to the Assistant Director,
Corporate Landlord, to negotiate any required estate and maintenance
arrangements for the care centres in the context of a move to a shared estate
strategy for health and social care.
