Purpose
As part of the Councils Improvement and Recovery Plan, Budget Delivery Plan Early Intervention and Prevention – Library and NAIS re-design (reference number: 193)  has been created to ensure the delivery of a joined up and re-imagined Libraries and NAIS team and service offering, operating in line with core EI&P principles which includes implementation of digital IAG services and community hubs, rolled out according to a place based strategy and the reduction of library properties/ BCC assets to meet savings targets of £2.3 million.

On 11 February 2025 Cabinet:-

(i)           Noted the outcome of the public consultation;

(ii)          Approved the recommendation set out in section 4.71 “High Level Proposed Library Services Offer – Recommended Model” of this report, including the establishment of Community Hubs and revised hours of provision for library services;

(iii)         Approved the Strategic Vision, Framework and intended outcomes set out in Appendix A to the report;

(iv)        Separately made the decision on the recommendation set out in section 4.71 to the report, Cabinet also made a separate decision to approve a further recommendation to increase the opening days of all part-time library provision, which was proposed to be reduced to two days (as proposed in section 4.71), to a minimum of three days per week, as detailed in Appendix H to the report;

(v)         Delegated authority for implementing the recommended service model to the Executive Director, Corporate Services (Acting) in consultation with the Cabinet Members for Digital, Culture, Heritage and Tourism, Social Justice, Community Safety & Equalities and Transformation, Governance and HR.

(vi)        Noted that the Council’s Medium Term Financial Plan will propose a capital allocation for neighbourhood and community assets review including libraries; that further work will be undertaken with the Council’s Corporate Landlord function to develop an asset strategy and proposals, and that all decisions with capital implications will be subject to the council’s spending and capital gateway controls; and

(vii)      Noted the feedback from Neighbourhoods Overview and Scrutiny Committee, set out via the tabled addendum, and a formal response be provided in writing after the meeting.
