Purpose
To seek a decision on the adoption of the following elements:
Waste Strategy 2017 - 2040
Waste Prevention Plan 2040
Procurement Strategy covering the re-procurement of a range of waste management treatment and disposal services
Capital investment programme in existing and new waste infrastructure required to deliver the strategy.

Decision Outcome
On 3 October 2017, Cabinet:-
(i) noted the purpose and proposed content of the final draft Waste Strategy 2017-2040 and delegated approval of the final strategy to the Cabinet Member for Clean Streets, Recycling and the Environment, the Cabinet Member for Value for Money and Efficiency, and the Deputy Leader of the Council jointly with the Corporate Director – Place and the Corporate Director – Finance and Governance;
(ii) noted the purpose and proposed content of the Waste Prevention Plan and delegated approval of the final plan to the Cabinet Member for Clean Streets, Recycling and the Environment, the Cabinet Member for Value for Money and Efficiency, and the Deputy Leader of the Council jointly with the Corporate Director – Place and the Corporate Director – Finance and Governance;
(iii) noted the investment that has been identified relating to the Waste Services infrastructure and the options for financing this investment that will be considered as part of the re-procurement of the waste disposal contract in order to optimise the Council’s financial position;
(iv) noted the overview of the Procurement Strategy covering the re-procurement of the Council’s waste treatment and disposal services, and noted that a detailed procurement strategy report will be presented at the November meeting of Cabinet.
